Go to enemy gang businesses (bikers and loan sharks) and destroy the vehicules that are in front of their buildings, this will cause a gang war which you'll have to kill a decent amount of gangsters, enter the building, destroy the merchendice, then buy the property and turn it into any illegal business you want (smuggling, pimping, protection racket), and then you'll own a business.

I am happy to provide a guide for you that will help you obtain all special vehicles in GTA VCS. While writing a few explanations down, I got some ideas on what to do in order to get certain cars.
Death Row is the only mission in Grand Theft Auto: Vice City given to protagonist Tommy Vercetti by Malibu Club member Kent Paul. Tommy arrives at the Malibu Club and Kent Paul approaches him.
