I did not have internet for about a week, but I was in the middle of playing Mafia 2 Definitive Edition fully for the first time. This was my favorite game back in the day, and I wanted to get 100% completion and achievements. I finished the story and collected all playboy magazines thinking that I would unlock them once I got back online.
You can check if the download is really completed by going to your library and then press options when hovering over mafia 2. choose information and you will see the download/installation progress. The game will be available to start after something like 25/60 GB.

How to install (uninstall all cars mods): Download pack from here, unpack zip to main folder with the game (Default location: C:\Program Files (x86)\Steam\steamapps\common\Mafia II Definitive Edition) and allow to replace the files. How to find the location of game files in the Steam client app:
